Commit Message

Fixing import order problem with Celery tasks.

Celery task modules must be imported AFTER create_app() is called.
Otherwise those tasks won't be registered in the Flask context.

Moved create_app() call in tests/conftest.py into the body of the module
instead of in a fixture to guarantee this happens.
