filters/cib2pcscmd[resources]: old pcs cannot set external stonith

...(like external/ssh) without resorting to using --force, which is
currently applied automatically in such case.

Info about which pcs version was made able to cope with that is tracked
in facts module as usual.  That such info is then fetched properly is
exercised in respective new unit test.
