Speed up logic in ed.copy; distinguish reference tensor from tf.Variable (#616)

* restyle test_copy.py

* let copy(tf.Variable) output a tf.Variable

* allow swap with tf.Variable; speed up via additional if's

* avoid having to store a list of tf.Variable

* clean up logic

* move order of test functions in test_copy.py

* remove already_present intermediate storage

* handle copy_q=True and dict swap is tf.Tensor

* avoid storing dict of random_variables
