Integrate variable expiration into the cache

The calls for create and update should be atomic with respect to each
other, while read is racy. The evaluation order with CacheWriter, etc
should be reviewed for tolerating users throwing exceptions in the
expiry. It may be desirable to change the helper methods to return the
timestamp instead of set it. Then the set can be done later in a safe
position.

Updating the Akka dependency (simulator) required migrating to their
new APIs.

The remaining tasks are,
(1) Review exception cases
(2) Add var expiration to CacheSpec for current test cases
(3) Add var expiration test cases
(4) Migrate JCache to use native var expiry
(5) Explore var expiry policy interface (for cache.policy() inspections)
