Boundary slice excluded (#2217)

* BUG: boundary_slice assumes sorted indexes

Changes `boundary_slice` to handle cases where

- the index is not sorted
- using label-based indexing (loc)
- the start or stop is missing

* Additional tests, falsey endpoints
