Refactor - json config, classes

* refactor configuration in json with templated links
* remove ability to merge app overrides into a QA provided linked data config
* clean up and add comments to sorting
* improve error messages for controller
* remove all rubocop exceptions
* add yarddoc
* handle rdf format errors
* gracefully handle empty results
* extract classes from modules
* adjustments for rdf 2.2.5
* mock headers changes, but aren’t really needed, so they were removed from all stub_requests in rspec tests
* changed oclc term URL to not include trailing /rdf.xml.  rdf 2.2.5 uses the wrong reader type when the file extension is included, but does successfully process the returned rdf.xml when the extension is removed.
