Make oauth provider resilient to parallel logins

Especially with people reopening browsers or opening multiple links
without logging in in between it's likely that they end up in more than
one login flow. Combined with SSO prompts (or any other login on the
provider side) they now end up going through the login flow twice, and
it should succeed in both cases to avoid harmless-but-ugly errors
