Taskgraph modularity improvements (#215)

* Create REST api for on-taskgraph
* Add gRPC and Consul
* Clean up argument parsing in index.js
* Use minimist library for parsing arguments
* Add http-port option to select port for optional rest api
* Only have the scheduler start the rest api
* Migrate applicable existing on-http unit tests to on-taskgraph
