Policy and device event auditing

- Initial implementation of USBGuard audit events log. Only policy and
  device related actions done by the usbguard-daemon itself are logged.
  Logging of actions done via IPC will be implemented in a future
  release.
- Added AuditFilePath configuration option for setting the location of the
  USBGuard audit events log file path. If set, the usbguard-daemon will log
  policy and device related actions and whether they succeeded or not.
