Merge pull request #83 from openlcb/bracz-configure-scrollbar-fix

CDI panel fixes and improvements

- adds the scroll pane internally in CdiPanel (first step to remove the ReadAll bottom panel in JMRI)
- adds copy and paste buttons to event ID lines to allow easy mating
- adds an extra (by default collapsed) panel to the bottom, not scrolling, in order to create JMRI turnouts and sensors in the case when the heuristic does not kick in.
