added a compact storage option

compact_storage/enabled = "true"  | "false"
compact_storage/threshold = (int)
 max number of bytes to use compact storage for

Also changed

chunking/chunk_threshold

to

 chunking/threshold

Note: I verified the I am creating hdf5 output files with dsets that
are using compact, however I didn't see much of a file size difference
in a prelim stress test.
