Fix uptime checks when triggerLimit is 1

When limit set to 1 it did not marked host as failed, and continued
sending traffic to it, utill next host check. Worth noticing that now it
also use >= logic insead of >.

Also fixed Uptime tests reverse logic:
`IsHostDown` function currently have reverse logic, and returns true
for active hosts. Fun thing, Tyk still works fine because `GetNextTarget` have reverse
logic as well, and they are fix each other :)

Added tests covering part of uptime tests functionality.
