Fix #92 - Support experimental regions as user setting (#105)

* Users can now say "Enable experimental regions" to turn on regions not quite ready for prime time.  This enables much easier testing.
* Add NYC as "experimental" region - long history, but NYC doesn't completely support the OBA Realtime APIs, although they are working on it, so we want to be able to test NYC as an experimental region
* Renumber test regions to match actual Regions API
* Make sure production region is always included (via new assertion) whether or not experimental regions are active
* Remove redundant "isRegionUsable()" check
* Update to latest oba-client-library
* Add a note about past longs that represent booleans
