Fix metrics post before auth (#117)

* Set status along with state in ping check result
* Disable cgo during build to create statically linked binary (for musl)
* Introduce a means to wait for a conn to be marked authenticated
* also ensure a connection that doesn't have any latency measurements
  yet doesn't get picked for metrics post
