feat: Completed work on initial phase of project.

This phase involved building the basic application using existing data in Tagger. Next phase will build on this work by refining data requirements and the Tagger REST API.  The next phase will also involve very simple UI prototyping, although most UI work will wait until the updated Tagger has been deployed so new Tagger data can be use in the final phase of this project.
