Permit case-insensitive log ins for email-based user accounts #7

Override user querying during authentication (via `get_by_natural_key`)
to do case-insensitive lookups for the `EmailUser` user type, and so
allow people to log in to email-based accounts without entering the
character case of their email address exactly the same every time.

This change uses a general approach with the new optional
`IS_USERNAME_CASE_INSENSITIVE` flag that can be set on a user type
model to indicate if the user lookup process should do a
case-insensitive lookup.
