[js][s]: refactor to have dpr-js inside static with prebuilt js - refs #301.

Context:

* for heroku deploy we need to commit into git the compiled JS.
* => we need either to compile and commit in this repo or compile and commit in dpr-js. We chose the latter as more natural.
* This commit is about updating dpr-api for this change -- moving dpr-js into static itself, updating to latest dpr-js with build dist and changing paths in templates to load the bundle.js
