http: Unify options under Option interface (#812)

This adds an Option interface implemented by Transport, Inbound and
Outbound options. The intention is that you can now write a function
which accepts any of these option types and type-switches on them to
distribute them accordingly.

This will be used by `http.TransportSpec` (#748) to allow injecting
transport options like `ServeMux` which cannot be parsed from config.
