templateutils: Add rows, head and tail functions

This commit adds three new template functions:

- rows is used to extract a set of given rows from a slice or an array.  It takes at least two
  parameters. The first is the slice on which to operate.  All subsequent parameters must be
  integers that correspond to a row in the input slice.  Indicies that refer to non-existent
  rows are ignored.
- head operates on a slice or an array, returning the first n elements of that array as a new
  slice.  If n is not provided, a slice containing the first element of the input slice is
  returned.
- tail is similar to head except that it returns a slice containing the last n elements of the
  input slice.
