Fix JSDoc documentation on services

Most services had at least some documentation, but in most cases it was
either broken or missing some parts.

Fixing the JSDoc parsing required changing the `module.exports` alias
scheme to using `module.exports` directly, because the parser cannot
figure out which methods are being exported when they are defined on a
local variable.
