Commit Message

Specify explicit Perl path and includes.

This allows running the correct version of Perl smoke testers are testing
against, as opposed to the system Perl or the Perl referred to by /usr/bin/env.
The explicit includes are also necessary to make sure we pick up dependencies
installed just for testing this distribution.
