Add `assume_missing` to read_csv/read_table (#2098)

* Add `assume_missing` to read_csv/read_table

This adds an option to `read_csv`/`read_table` to assume all *inferred*
integer columns are actually floats in disguise. Note that columns that
are specified to be integers in `dtype=` are not converted to floats.

* Fix tests on windows
