Docker: don't apt-get install npm

As we're using the node:6.10.0 container as a base, we don't need to install
nodejs or nodejs-legacy or npm any longer.

We do still apply security upgrades, but we don't need to remove the apt cache
since the node:6.10.0 container is based on a container that includes
https://github.com/docker/docker/blob/03e2923e4/contrib/mkimage/debootstrap#L82-L105
