Force synchronous behavior when using pocl.

The 0.13 version of the pocl library does not support
barriers with waitlists (which Boost.Compute uses), so
in that platform we block until the computation completes.
Yes, this is a really ugly hack, if I cleanup the use of
pocl-0.13 to pocl-0.14 I will remove it.
