Fix cummulative metrics collection #487

Collect cummulative metrics if metrics reset is disable. Previously, the histogram was retrieved with getIntervalHistogram() that reset the underlying LatencyStats. Cummulative metrics collection obtains a histogram initially and adds subsequent interval histograms to the summarized histogram. The cummulative instance is used to emit the latency event.
