PERL-729 CI: add ZAP testing

This commit does a general update of Evergreen scripts and config.
Specifically, it now supports the per-repo prereqs tarball, which allows
prereqs for BSON/BSON::PP to build on Z series.

With this change, full ZAP platform testing is enabled.
