Project root detection: Ignore sub-folders using '.dumbjumpignore' (#36) (#103)

* Fixed C++ function regexp for template arguments (#87)

Also added a few C++ tests.

* Results are ignored if within comment

The custom variable `dumb-jump-language-comments` was introduced pairing language with one-line
comment sequences.

When handling results, after sorting, all entries with a context starting with the one-line comment
sequence of the current file's language will be filtered out.

* Added one-line comment sequences for more languages

* Only run ag/rg tests when binary is installed

* Prefer ag over rg because rg doesn't support multiline searches

* Project root detection: Ignore sub-folders using '.dumbjumpignore' (#36)

If a project has a ".dumbjumpignore" file it won't be detected as a project root even though it has
another project root denoter, like ".git" etc. This makes it possible to have a fallback top project
so searches can lookup things from other sub-projects.

Added a test case to verify it.
