Add support for common image formats, re #204

- Add support to return image as JPG, TIF, PNG, GIF
- Keep image quality at 100% (minimise loss of quality)
- Return an explicit 501 error response for unsupported formats
- Improve thumbnail data reading to hopefully make it work consistently
  for difference storage engines, including local and remote storage.
