previewer: THEO-VTT integration

 * Configured THEO player to display thumbnails on hover. (closes #415)

 * Separate endpoint for exporting VTT file. ()

 * Thumbnails provided as resized frames by IIIF.

 * FFmpeg frame extraction now takes absolute time values instead of
   percentages.

 * Added `timestamp` tag on frame files.

 * Registered CDSIIIF extension on `invenio_apps` too.

 * Adds tests for coverage.
