fix(rspec): Load db schema before tests for in memory db

Travis is configured to use an sqlite in-memory database for the test
environment. This was causing database dependent tests to fail as the in
memory database did not appear to be reliably migrated before tests.

The spec helper is now configured to load the schema db before each test
and this ensures the database is prepared for each test.
