Fix cache-clearing issue #624 (#655)

* fix_clear_cache_#624

Replaces call outs to OS commands using os agnostic equivalents in the std lib.
Previously the OS callouts were being incorrectly evaluated and causing the
removal of the old cache to fail.

* Updates after review - #655. Added unittests & support for mocking

* Corrections to docstrings after running pep257 #655

Failed after travis ran pep257
