Breaking: Change the API for OnIncomingRequest to accept a JSONResponse

This makes things a lot simpler and cleaner, as everything just returns a
response now. Previously, it was possible to create JSON responses either by
returning an HTTPError or by returning an iface, which was somewhat confusing.
