Add numpy integration into the Noise class

The Noise class has been cleaned up.

The new C code for Noise is also using OpenMP.  OpenMP support added to
the CI's.

Fix dimensions typo in Noise class.

OpenMP works on Windows/CPython3.5+, Linux, and some later MacOS enviroments.
