Automatic snr normaliation (#35)

* Begin function to auto normalize to a specific SNR in a given band.

* Separate band limits into separate function. which is called from band_selector.
This gives option to just get the limit values for a band.

Added tests too.

* Sampling index function.
Gets the index values centered on the given index value.

Deals with odd and even number of index values

* Normalization constant functions for a band or a wave value.
The band version calls the wave version after using band_limits()
 to determine the middle of the band.

* Empty function needed to get the correct reference spectrum from the ID-string

* Tests for the normalization constant functions so far.

* Noted a TODO in the code.

* Declare utils module in testing the utilities.

* Fix mislabeled keyword argument.

* Add xfails for missing data- to make tests pass again.

* make SNR variable lowercase. and SN_estimate
Add utitlites module as utils and IOmodule as IO
