cmd/genlex: Add genlex command to generate lexers from JSON containing regexp of terminators.

Note, this is a naive implementation and should be considered a
proof of concept. The generated lexer is roughly two orders of
magnitude slower than the one generated by Gocc.

This represents the tool of step 2b. Updates #1.
