[secmonkey] Remove DB mock class

Why is this change necessary?
Netflix's direction for unit tests is to use a temporary DB,
but we have been using a DB mock class

This change addresses the need by:
Removing db_mock.py and dependencies and refactoring watcher test setup
into new, base watcher test class.
