ciao-down, singlevm: Fix keystone version

The latest version of clearlinux/keystone is broken.  This commit fixes the version
used by ciao-down and singlevm to the last known working version.  Unfortunately,
the clearlinux/keystone images are not tagged so we needed to use the specific image
id which is a bit nasty.  Going forward, hopefully we can replace the hardcoded id
with a tag.
