Add memory-grid/cache

- added throttling auto-configuration (ThrottlingAutoConfiguration)
- added new property "ohf.throttling.counter.impl" for selection of throttling counter implementation
- added throttling implementation by Hazelcast shared map
- added default Hazelcast configuration file "ohf_hazelcast.xml"
- added Hazelcast dependency
- added default cache/hazelcast configuration
- added new "cluster" Spring profile
