Remove our fluent contents JS fix now provided by upstream, re #138

- fix django-fluent-contents version number to 1.1.9 which is the first
  release available that includes the fix for dynamic behaviour of
  fluent contents widgets when adding content items in the admin, as
  merged in github.com/django-fluent/django-fluent-contents/pull/86
- remove our fixed copy of the cp_plugins.js based on version 1.1.8
  of django-fluent-contents, since the upstream library now provides
  the fix (and no doubt others)
