Enable swap for TB

To prevent irregular errors in low-memory environments, swap needs to be
available to Tor Browser. Bumping the memory up is costly, and even picking a
value such as 2GB does not guarantee errors provided a site sufficiently gunked
up with terrible JavaScript.
