chore: Remove tzinfo-data and irbtools from Gemfile (#63)

- tzinfo-data: was already platform-guarded to Windows/JRuby only;
  never installs on macOS/Linux so it was dead weight
- irbtools: removed per preference

Also picks up bigdecimal gem update in Gemfile.lock.
