* ci: pin strongo/cicd reusable workflow to @v1

Pin the shared reusable CI workflow from `@main` to `@v1` (v1.9.1) so this
library gets the accidental-major-bump guard: when `allow_major_version_bump`
is false (the default), a would-be MAJOR SemVer bump on push-to-main is capped
to a minor, preventing an accidental v0->v1 jump on the auto-bumped `go get`
release tag. Version bumping stays enabled — the CI auto-bump is this library's
release mechanism.

* ci: remove broken filetug-copied release.yml (dsstore is a library)

release.yml ran GoReleaser + a Homebrew tap keyed on HOMEBREW_FILETUG_GITHUB_TOKEN
— copy-pasted from filetug. dsstore is a Go LIBRARY (package dsstore, no main
package, no .goreleaser config), so a binary/Homebrew release is meaningless: the
job hard-`exit 1`s whenever that filetug-named token is unset. dsstore's actual
release mechanism is the strongo/cicd auto-bump that tags v0.0.x for `go get`
consumers (now guarded via the @v1 pin). Remove the dead workflow.
