Handle 'STATIC_FALLBACK' and 'NetworkManager' in netconfig

Previously if the warning was ignored, it would just not assign any policies.
Now it tries to at least get close to the existing policies by replacing
'STATIC_FALLBACK' with 'STATIC' appended at the end of the policy and
 everything after and including 'NetworkManager' is completely ignored.
