Commit Message

 Replaced deprecated dependency on ``optparse`` with equivalent ``argparse``.

The help messages have changed and errors are generally more clear.
Specifying a ``--config`` path that doesn't exist is now an error
instead of being silently ignored.

Fixes #10.
