Fixed missing module docs files

Details:
- Removed the exclusion of the generated module .rst files
  from .gitignore, so that they will be checked in from now
  on.
- Added the generated module .rst files to this change.
- Added a 'doccheck' target to the Makefile to detect that the
  generated module .rst files are out of date. This is done
  by generating them in a different directory and comparing
  them with the checked-in versions.
  Note that the 'doccheck' target must be invoked before the 'docs'
  target in Travis CI.
  If not equal, an according error message is printed that hints to
  run 'make docs' and to commit the docs files, and the make rule
  fails.
  In turn, this will cause the Travis CI run to fail, so
  that we can ensure that each commit does not have outdated
  module documentation.
- We now invoke the 'doccheck' target as part of the 'check'
  target, to keep it simple for developers (they do not need
  to be aware of two separate checks).
- Updated the Travis CI control file to invoke 'make doccheck'
  for Python 2.7. reason for not running it for Python 3.x is that
  the order of generated module suboptions in the
  Ansible plugin_formatter.py tool is not deterministic but depends
  on the dict implementation, which happened to change.
  Note that this difference requires that the checked-in module
  .rst files have been generated by the user on Python 2.7.
- Added the Makefile itself as a dependent to the make rule for
  generating the module .rst files, for general sanity.
