Upgrade Go version to 1.24 and fix code bugs

- Upgrade go.mod from 1.22 to 1.24
- Update Go version badge from 1.22--1.25 to 1.24--1.25
- Update CI test matrix from 1.22-1.24 to 1.24 matching go.mod
- Fix IsRootExists log message from "IS_FILE_EXISTS" to "IS_ROOT_EXISTS"
- Fix Test_existNamespace_File calling IsPath instead of IsFile
- Add English/Chinese comments to ospath/existpath.go
- Update dependencies in go.mod/go.sum
- Upgrade GitHub Actions versions (checkout@v6, setup-go@v6, golangci-lint@v9, codeql@v4)
- Reorganize API documentation into grouped tables with package column
