htlcswitch: remove unreachable code

When iterating the locked-in HTLCs, if the `fwdPkg.State` is
`FwdStateProcessed` and `fwdPkg.AckFilter.Contains` this HTLC, this
iteration will be skipped. This means when later on we do the switch
statement, when `fwdPkg.State` is `FwdStateProcessed`, `fwdPkg.F
