docs: document Windows pwsh start/stop scripts for dal-web

Add the PowerShell 7 equivalents (start.ps1/stop.ps1) alongside the existing
bash launchers everywhere users discover them, so Windows is a first-class
launch path rather than an omission:

- dal-web/README.md: Quick Start / Stopping / Troubleshooting now show both
  invocations; document the per-platform differences (python vs python3,
  -Force vs --force, two-file .server.log/.server.log.err vs merged log,
  process-tree walk on Windows stop).
- CLAUDE.md: the Web UI bullet names both start.sh and start.ps1.
- .claude/skills/dal-web-setup/SKILL.md: dispatch by platform (pwsh/win32 ->
  .ps1, else .sh), preserve the DAL_REQUIRE_NATIVE=1 note with the Windows
  $env: form, and keep the -Force/--force distinction.

CHANGELOG.md is deliberately untouched: a new platform launch path for a
developer web tool is build/tooling-adjacent, not a library API, methodology,
or model change, so it sits below the changelog bar.
