Simplify web UI section-divider and group-label comments

Remove mechanical section-divider (`# -----...-----`) and API-group
label (`// products`, etc.) comments across the dal-web Python backend
and TypeScript frontend. Explanation belongs in docs, not raw code;
the surrounding structure (classes, functions, exports) already makes
the grouping self-evident.

Comment-only sweep — no code, docstrings, or file headers touched.
Kept: SSRF guard note in client.ts, CORS note in main.py, singleton-
container idiom note in dal_stub.py, and all FastAPI/Pydantic route
docstrings (they surface in /docs).
