Added tests for vro + some minor enhancements

* Merged vroli and vroops into just vro

NOTE: Tests are more for code coverage then testing functionality.
Either a live server or requests-mock should be used in the future
to ensure functionality is working as expected.

Also note: authentication should be added to this shim.
